Garage conversions in the City of Atlanta
A detached garage can become an ADU if the finished unit meets the ADU rules: in an R-4, R-4A or R-5 district, up to 750 sq ft, under 20 ft tall, and inside the setbacks (4 ft in R-5; 7 ft side and 15 ft rear in R-4 and R-4A). Many older Atlanta garages sit right on the property line, so they may not meet today's setbacks. That doesn't always rule a conversion out, but it changes the path; it's the first thing to check.
The structure matters too. A conversion usually needs a slab that can take plumbing, insulation, new windows and doors, and sometimes framing or roof work. When a garage needs most of that, a new build in the same spot can be a better value.
Basement apartments
In the City of Atlanta, an apartment in the basement of the main house isn't treated as an ADU. It counts as a second dwelling unit, which is allowed where two-family use is allowed (R-5). In R-4 and R-4A, finishing a basement as an in-law suite that stays part of the main home is a remodel, not a separate rentable unit.
Several surrounding jurisdictions handle basement and attached suites differently, so if your property is outside the city limits, the answer may be better. Tell us your address and we'll check.
What a good conversion checks first
- Zoning district and whether the garage meets current setbacks.
- Slab condition and room to run sewer lines.
- Ceiling height, roof structure and framing.
- Power service capacity for a kitchen, HVAC and water heater.
- Where the parking goes if the garage was your only covered space (the city requires none, but you may want it).
